Windows 2000 normally keeps a history of the last few commands and programs executed when you click the "Start" button and choose "Run". This can be useful in that if you run the same programs over and over again, you won't have to keep typing in the program filenames - just select them from the pull-down. However, this is a potential privacy violation in that other people using your computer may see the software you run.
