The icons on your Windows 95 desktop are just icons that are in a special folder, just like any other icons in a folder. Look for the "\WINDOWS\DESKTOP" folder on your Windows (normally 'C') drive by using Explorer or the "RUN" command, to see for yourself. Desktop folder icons can be manipulated via Explorer just like any other.
