There are several ways to rename files in the Windows 95 Explorer icon view.
You can click on the icon, wait a second or two, and then click it again. Now you can type in the new name.
You can click once on an icon and press F2, then start typing in the new icon name.
In Explorer, you can right-click an icon, choosing "rename."
In Explorer, you can click an icon to select it, then choose "File" and then "Rename" from the menu.
