Windows Vista - Start Menu - Taskbar - Toolbars - Unlock the Taskbar

Unlocking the Windows Vista taskbar lets you move, resize, or modify toolbar sizes such as the QuickLaunch area's size.

To do so:

1. Right-click the taskbar.

2. Uncheck "Lock the Taskbar".

To later lock it, just repeat the above steps, clicking "Lock the Taskbar" to re-check it.
